well u need 2 get this items 1st:-
1x sakura pirate chart
1x medal of invincible knight
10x novice vouchers
10x standard vouchers
10x expert vouchers
10x signets
after u get all of d items go 2 uns 95 exchanger npc
happy egpko-ing

that i figured out alrdy =.= it says that in plain english.
